They judged the quality of a contribution by how long it survived subsequent edits and found that edits made by infrequent, anonymous users lasted as long as those by committed, registered editors.

The BBC News website is 10 years old this week: There had been forays into web publishing by BBC News before that date, starting with a Budget website in March 1995 and culminating in a hastily coded Death-of-Diana site in August 1997.

But even though we can't pinpoint the exact minute - the start being more like a swimmer carefully inching into icy waters than an ocean liner proudly splashing in a spray of champagne - we know it was some time this week in 1997.

Lisbon Treaty made to avoid referendum, says Giscard: The EU's new treaty is the same as the rejected constitution - only the format has been changed to avoid referendums, says Valery Giscard d'Estaing, architect of the constitution.

In an open letter published in Le Monde and a few other European newspapers over the weekend, the former French president seeks to clarify the difference between former draft constitution - which was shelved after French and Dutch voters rejected the text in 2005 - and the new Lisbon Treaty which EU leaders agreed earlier this month.

"Looking at the content, the result is that the institutional proposals of the constitutional treaty … are found complete in the Lisbon Treaty, only in a different order and inserted in former treaties," Mr Giscard d'Estaing said.

The former chairman of the European Convention - the body of over a hundred politicians that drafted the 2004 EU constitution – suggests the new more complicated layout was only to avoid putting the treaty to a referendum.

"Above all, it is to avoid having referendum thanks to the fact that the articles are spread out and constitutional vocabulary has been removed," he says.

Pour le traité de Lisbonne, ce sont les juristes du Conseil qui ont été chargés de rédiger le texte. Ils l'ont fait avec compétence et précision, en respectant le mandat qui leur avait été donné par le Conseil européen du 22 juin. Ils ont repris la voie classique suivie par les institutions bruxelloises, qui consiste à modifier les traités antérieurs par voie d'amendements : le traité de Lisbonne se situe exactement dans la ligne des traités d'Amsterdam et de Nice, ignorés du grand public.

Les juristes n'ont pas proposé d'innovations. Ils sont partis du texte du traité constitutionnel, dont ils ont fait éclater les éléments, un par un, en les renvoyant, par voie d'amendements aux deux traités existants de Rome (1957) et de Maastricht (1992). Le traité de Lisbonne se présente ainsi comme un catalogue d'amendements aux traités antérieurs. Il est illisible pour les citoyens, qui doivent constamment se reporter aux textes des traités de Rome et de Maastricht, auxquels s'appliquent ces amendements. Voilà pour la forme.

Si l'on en vient maintenant au contenu, le résultat est que les propositions institutionnelles du traité constitutionnel - les seules qui comptaient pour les conventionnels - se retrouvent intégralement dans le traité de Lisbonne, mais dans un ordre différent, et insérés dans les traités antérieurs. [...]

Le texte des articles du traité constitutionnel est donc à peu près inchangé, mais il se trouve dispersé en amendements aux traités antérieurs, eux-mêmes réaménagés. On est évidemment loin de la simplification. Il suffit de consulter les tables des matières des trois traités pour le mesurer ! Quel est l'intérêt de cette subtile manoeuvre ? D'abord et avant tout d'échapper à la contrainte du recours au référendum, grâce à la dispersion des articles, et au renoncement au vocabulaire constitutionnel.

Mais c'est aussi, pour les institutions bruxelloises, une manière habile de reprendre la main, après l'ingérence des parlementaires et des hommes politiques, que représentaient à leurs yeux les travaux de la Convention européenne. Elles imposent ainsi le retour au langage qu'elles maîtrisent et aux procédures qu'elles privilégient, et font un pas de plus qui les éloigne des citoyens.

Lá como cá

Study: Media Narrows Field of Candidates: When it comes to presidential politics, the news media loves front-runners. And seems to hate them, too.

Within the first five months of the presidential contest, the media effectively had reduced the field to five candidates, even though there were 17 mainstream Democrats and Republicans, a study of political coverage found.

But the tone of the coverage for the top two front-runners—Democrat Hillary Rodham Clinton and Republican Rudy Giuliani—hardly was friendly. Nearly four out of 10 stories were negative, more than three out of 10 were neutral and only the rest were positive. [...]

Among the findings:
* Stories focused more on fundraising and polls than on where candidates stood on the issues, despite a public demand for more attention to the policies, views and records of the candidates.

Há gente que se lembra disto:

Jornalismo-cão

(ou ainda: a censura é sempre boa quando é nossa)


O email circulou em Portugal esta semana com um título assim: "Cão morre de sede e fome em exposição de arte - pede-se que assine uma petição contra este tipo".

O "tipo" é o artista costa-riquenho Guillermo Vargas (Habacuc), acusado antes de julgamento de ter morto um cão numa "performance" na Nicarágua em Agosto.

Diz o Marca Acme (de onde, em geral, as fotografias mostradas - como a acima apresentada - foram picadas sem referência autoral): "Según supe el perro murió al día siguiente por falta de comida. Durante la inauguración supe que el perro fue perseguido por la tarde entre las casas de aluminio y cartón de un barrio de Managua con nombre de santo que Habacuc que no pudo precisar en el momento. 5 niños de los que ayudaron en la captura recibieron bonos de 10 córdobas por su colaboración. Durante la exhibición algunas personas pidieron la libertad del perrito, a lo que él artista se rehuso. El nombre del perro era (fue) Natividad, y se le dejo morir de hambre a la vista de todos, como si la muerte de un pobre perro fuera un show mediático desvergonzado en el que nadie hace nada más que aplaudir o mirar desconcertado.
Definitivamente somos lo que leimos: puras croquetas.
En el lugar que el perro estuvo expuesto solo queda un cable de metal y una cuerda. El perro estaba sumamente enfermo, renqueaba y no quería comer de todos modos, así que en un entorno natural hubiera muerto de todos modos; pero así son todos los pobres perros: tarde o temprano se mueren o los mueren."

Esta semana, provavelmente atentos ao mail, jornais, revistas, semanários e televisões fizeram notícia - nalguns casos, mas não único, jornalismo empenhado. Quanto à liberdade criativa (ou falta dela), nada. Contraditório? Tábem, melga...

Foi a mesma notícia citando as mesmas "fontes": o Nácion a partir da petição, para evitar que o artista fosse um dos representantes da Costa Rica na Bienal CentroAmericana nas Honduras em 2008 - e pouco mais.

Na petição dinamizada por Jaime Sancho, é explícito nos seus propósitos sobre Hababuc: "he is a danger to all of society as it is well documented that those with the capacity to intentionally cause harm to an animal have the same capacity to harm humans.
To state that this animal would have died eventually of natural causes is unjustifiable and beyond logical,rational thinking.
"

Sobre a petição, lançada a 14 de Setembro, registe-se que a primeira portuguesa ocupou o lugar 114 mas só foi seguida nas assinaturas 973, 979, 997, 1001, 1044 e 1053 por outros portugueses. Repare-se neles a partir das 80 mil assinaturas - presumo que quando começou a circular a "notícia" por cá - para se ver como o efeito mediático foi enorme.

Entretanto surgiu uma resposta do Museo de Arte y Diseño Contemporáneo da Costa Rica (excerto):
consideramos:
* Que una obra cuestionable o cuestionada, debe servir para dar lugar a la expresión de opiniones diferentes y hasta encontradas, pero nunca a actos de censura.
* Que la censura de una obra o artista por el tema o la forma en que se aborda, es una medida impositiva que evade la interrogación misma sobre lo que se pretende cuestionar o anular.

E que tal uma opinião de Habacuc?
"La sociedad el espectáculo con sus mega eventos artísticos, y sus epígonos regionales, se han convertido en espacios exhibicionistas más que de exhibición, de competencia más que de competitividad…”, rezaba la tarjeta de presentación de la singular instalación, fuera del alcance de cualquier en esa sala. Su creador, el costarricense Guillermo Vargas –HABACUC- nos estaba tomando el pelo a los ahí presentes, subrayando nuestro coprotagonismo en uno más de los episodios de esa sociedad del espectáculo, la sociedad mediatizada de la era de la globalización."

Médias no futuro

NETWORKED MEDIA OF THE FUTURE: The term Networked Media encapsulates the concept that in the future all the elements of the media value chain will have a network capacity attached to them. Not only does it mean that all devices and multimedia content will be network-enabled but it also means that users and providers will participate and collaborate actively in a community network.
The Networked Media Task Force (NM-TF) Vision is built upon three axes that will be available in the future, i.e. true broadband, personalised media, and distributed control. The NM-TF envisions "new models of rich media interactions and cooperation based on enhanced AV content at the community level with distributed control infrastructure and community intelligence allowing pervasive personalised media services without the need of central control".

Vende-se blogue por melhor oferta


Blogs: The Next Takeover Target? First came social networks. Then virtual worlds. Now blogs are dazzling the eyes of major media publishers as the next takeover targets.

Blogs--especially the big-name brands such as TechCrunch, Gawker, GigaOm, Boing Boing, and the Huffington Post--appear to have attractive business models. This is good news for traditional media companies that are being marginalized online and off, and are hoping to catch up to--and cash in on--a rapidly evolving Web 2.0 world.

That blogs--which generally provide continuously updated commentary on a particular subject, such as politics, economics, local news, or entertainment--are gaining acceptance by old media companies reflects their acknowledgement that Internet users would rather participate in the news than simply consume it. So it's not surprising that blogs are growing at breakneck speed.

Crédito na farmácia


ou Leis da treta, como sintetiza o Blasfémias: "Segundo o DN, alguém do INFARMED terá declarado que «face à lei actualmente em vigor não é permitida» a venda de medicamentos a crédito. Sabendo que a associação nacional de farmácias tem planos para criar um cartão de crédito (em associação com um banco público), será que algum dos leitores é capaz de identificar (número e data) a dita lei?
Se existir mesmo uma lei com tal proibição, não deixa de ser curioso que o Estado proíba aos cidadãos aquilo que ele próprio faz por sistema: pagar os medicamentos a crédito".

Algumas notas sobre o assunto: esta história apareceu anteontem - se não estou em erro - na Sic e nela era explicada que a lei que proíbe a venda a crédito nas farmácias data de 1968 (não é erro). Presumo que seja este Decreto-Lei nº 48547, de 27 de Agosto de 1968 que "Regulamenta o Exercício da Actividade Farmacêutica".

Os valores das vacinas (são duas de diferentes marcas farmacêuticas) chegam quase aos 400 euros porque são necessárias várias doses (ver).

A notícia do DN (e outras que a citaram) mistura o que a farmácia está a fazer: a uns vende a preço de compra e, em paralelo e segundo o que foi explicado, aliou-se a uma empresa de crédito para quem precisa de adquirir as doses e não tem dinheiro.

Qual o problema? Pouco percebo de farmácias e nem sei sequer se a lei já foi revogada ou acrescentada mas, segundo o tal DL 48547 (Artigo 36.º), o farmacêutico não pode angariar clientela através da "concessão de descontos, comissões, benefícios ou bónus sobre os preços dos medicamentos oficialmente marcados ou a atribuição de dádivas tendentes a conceder uma vantagem ao cliente, quando não sejam permitidas pelos regulamentos em vigor sobre o respectivo comércio ou estabelecidas" por acordos.

No artigo 38.º, esclarece-se ainda que "são proibidas todas as formas de agenciamento de clientes, bem como o fornecimento de medicamentos ao público por interposta pessoa que tenha intuitos lucrativos".

Se é isto que está em causa, então nem a farmácia pode oferecer descontos nem os clientes podem recorrer a empresas de crédito - de forma explícita, pelo menos.

Sobre o crédito em farmácia, é curioso ver duas decisões em 1999 da Comissão Nacional de Protecção de Dados.

A primeira mostra que a Associação Nacional de Farmácias pretendia legalizar o seu "novo sistema de informações da farmácia" SIFARMA 2000, incorporando alguns "dados bancários (número de cartão de crédito)".

A segunda mostra como uma farmácia pedia "a legalização do seu ficheiro de gestão de crédito de utentes".

Em resumo, ou este caso da farmácia do Porto está a servir para fins insondáveis ou isto tudo é uma grande treta.

[act. por Carlos Loureiro: "É provável que o INFARMED se estivesse a referir ao decreto-Lei de 1968 que indica, ainda que, a meu ver, a alínea que fala da "interposta pessoa" não se aplicasse ao caso, já que o financiador não surge como intermediário na venda, que era o que estava em causa na norma, a julgar pelo n.º 2 que excepciona os "recoveiros". Acontece que aquele Decreto-lei 48547 foi integralmente revogado recentemente pelo DL 307/2007, de 31 de Agosto (cf. art.º 60.º, n.º 1, al b). Apesar de este diploma só entrar em vigor vigor no final deste mês, a parte respeitante à comercialização de medicamentos constante do DL 48547 já tinha sido revogada em 2005, pelo DL 134/2005 de 16 de Agosto. Por isso, a dúvida que suscitei no meu post: "qual a lei que proíbe a venda de medicamentos a crédito?" mantém-se."

Dos comentários no Blasfémias: "Talvez os senhores que moram na Quinta da Marinha ou em condominios fechados não saibam, mas eu explico. (nasci e morei em Chelas até À idade adulta).
Se as farmácias não vendessem a crédito, muira gente, sobretudo idosos não teria possibilidades de comprar os medicamentos necessários a uma qualidade de vida aceitável. As receitas do SNS têm uma validade de 18 dias e este prazo às vezes não
é suficiente para "arranjar disponibilidades". Assim, e pelo menos até ao próximo recebimento da magra reforma, na farmácia do bairro
"fica-se a dever". Também e se a conta excede o esforço possivel, pode-se "dar metade" ficando o resto em divida até ao próximo recebimento. Isto é corrente, toda a gente sabe e muito gente sobrevive assim. É ilegal? não sei. É pelo menos imoral que as pessoas estejam dependentes do boa vontade do proprietário da farmácia para sobreviver. E o governo, O SNS, não sabem? Claro que sabem deve ser por isso que diminuiram as comparticipações de vários medicamentos..." io | 24.10.07 - 4:28 pm]

Group of Net, Media Companies Agree on Copyright Guidelines: A group of Internet, media and technology companies announced today a set of guidelines they have agreed on aimed at protecting copyrights online.
The companies supporting the principles include CBS Corp., Dailymotion, Microsoft Corp., NBC Universal, News Corp.'s Fox and MySpace units, Viacom Inc., Veoh Networks Inc., and Walt Disney Co. Notably absent is Google Inc., which had been in discussions about possibly joining the group.
The guidelines are meant to address copyright-related issues that have flared up as user posting of content -- particularly video -- to the Web has boomed.

But Gordon Brown, attending his first EU summit as Britain’s prime minister, had earlier announced that the new “reform treaty” was a modest piece of housekeeping, that merely tweaks the way decisions are taken after a dozen new members have been absorbed in the past few years. He called it clearly less significant than previous EU milestones such as the 1992 Maastricht treaty (which ushered in the single European currency).
Neither man, of course, is a neutral judge of the new treaty’s heft.
The Lisbon Coup: After two years of paralysis, European Union leaders have finally agreed on reforming the organization. The new Lisbon Treaty will allow the EU to stop its internal squabbling and concentrate on its real job -- serving the people of Europe.

Economist to put archive online: More than 160 years of articles from the Economist are set to become available online with the launch of The Economist Historical Archive 1843-2003.
The archive will contain more than 600,000 pages of the weekly magazine's reporting and analysis.
Guardian and Observer to launch online archive: Every edition of the Guardian and Observer newspapers is to be made available via a newly launched online digital archive.
The first phase of the Guardian News & Media archive, containing the Guardian from 1821 to 1975 and The Observer from 1900 to 1975, will launch on November 3.
It will contain exact replicas of the original newspapers, both as full pages and individual articles. and will be fully searchable and viewable at guardian.co.uk/archive.

Half of Europe's bank robberies happen in Italy: Just as robbing banks loses its appeal among Europe's criminal classes, Italy's small-time crooks have proved the exception by attempting just over 3,000 robberies last year, 57% of the European total.
New figures released by the Italian banking union FIBA showed Lombardy in northern Italy was a favourite haunt of masked bandits, with 640 successful robberies compared to 274 in Sicily.

São 5.30H da manhã, o despertador não pára de tocar e não tenho forças nem para atirá-lo contra a parede.
Estou acabada. Não quero ir trabalhar hoje.
Quero ficar em casa, a cozinhar, a ouvir música, a cantar, etc. Se tivesse um cão levava-o a passear nos arredores.
Tudo menos sair da cama, meter a primeira e ter de por o cérebro a funcionar.
Gostava de saber quem foi a bruxa imbecil, a matriz das feministas que teve a ideia de reivindicar os direitos da mulher e porque o fez connosco que nascemos depois dela?
Estava tudo tão bem no tempo das nossas avós, elas passavam o dia todo a bordar, a trocar receitas com as suas amigas, ensinando-se mutuamente segredos de condimentos, truques, remédios caseiros,lendo bons livros das bibliotecas dos seus maridos, decorando a casa, podando árvores, plantando flores, recolhendo legumes das hortas e educando os filhos.
A vida era um grande curso de artesãos, medicinas alternativas e de cozinha.
Depois ainda ficou melhor, tivemos os serviços, chegou o telefone, as telenovelas, a pílula, o centro comercial, o cartão de credito, a internet!
Quantas horas de paz a sós e de realização pessoal nos trouxe a tecnologia!
Até que veio uma tipa, que pelos vistos não gostava do corpinho que tinha, para contaminar as outras rebeldes inconsequentes com ideias raras sobre "vamos conquistar o nosso espaço". Que espaço?! Que caraças!
Se já tínhamos a casa inteira, o bairro era nosso, o mundo a nossos pés!!!
Tínhamos o domínio completo dos nossos homens, eles dependiam de nós, para comer, vestirem-se e para parecerem bem à frente dos amigos e agora? Onde é que eles estão???
Nosso espaço???!!! Agora eles estão confundidos, não sabem que papel desempenham na sociedade, fogem de nós como o diabo da cruz.
Essa piada ... acabou por encher-nos de deveres.
E o pior de tudo acabou lançando-nos no calabouço da solteirice crónica aguda!!!!
Antigamente os casamentos eram para sempre. Porquê?
Digam-me porquê, um sexo que tinha tudo do melhor que só necessitava de ser frágil e deixar-se guiar pela vida começou a competir com os machos? A quem ocorreu tal ideia? Vejam o tamanhão dos bíceps deles e vejam o tamanho dos nossos! Estava muito claro que isso não ia terminar bem.
Não aguento mais ser obrigada ao ritual diário de ser magra como uma escova, mas com as mamas e o rabo rijos, para o qual tenho que me matar no ginásio, ou de juntar dinheiro para fazer uma mamoplastia, uma lipo, ou implantes nas nádegas...
Alem de morrer de fome, pôr hidratantes, anti-rugas, padecer do complexo do radiador velho a beber água a toda a hora e acima de tudo ter armas para não cair vencida pela velhice, maquilhar-me impecavelmente cada manhã desde a cara ao decote, ter o cabelo impecável e não me atrasar com as madeixas, que os cabelos brancos são pior que a lepra, escolher bem a roupa,os sapatos e os acessórios, não vá não estar apresentável para a reunião do trabalho.
E não só, mas também ter que decidir que perfume combina com o meu humor, ter de sair a correr para ficar engarrafada no transito e ter que resolver metade das coisas pelo telemóvel, correr o risco de ser assaltada ou de morrer numa investida de um autocarro ou de uma mota, instalar-me todo o dia em frente ao PC, trabalhar como uma escrava, moderna claro está, com um telefone ao ouvido a resolver problemas uns atrás dos outros, que ainda por cima não são os meus problemas!!!
Tudo para sair com os olhos vermelhos - pelo monitor, porque para chorar de amor não há tempo!
E olhem que tínhamos tudo resolvido, estamos a pagar o preço por estar sempre em forma, sem estrias, depiladas, sorridentes, perfumadas, unhas perfeitas, operadas, sem falar do currículo impecável, cheio de diplomas, de doutoramentos e especialidades, tornámo-nos super-mulheres mas continuamos a ganhar menos que eles e de todos os modos são eles que nos dão ordens!!!!
Que desastre! Não seria muito melhor continuar a coser cadeira??
Basta!!!
Quero alguém que me abra a porta para que possa passar, que me puxe a cadeira quando me vou sentar, que mande flores, cartinhas com poesias, que me faça serenatas à janela!
Se nós já sabíamos que tínhamos um cérebro e que o podíamos utilizar para quê ter que demonstra-lo a eles??
Ai meu Deus, são 6.10H e tenho que levantar-me da cama...
Que fria está esta solitária e enorme cama! Ahhhh...
Quero um maridinho que chegue do trabalho, que se sente ao sofá e me diga: Meu amor não me trazes um whisky por favor? ou: O que há para jantar?
Porque descobri que é muito melhor servir-lhe um jantar caseiro do que atragantar-me com uma sanduíche e uma Coca-Cola light enquanto termino o trabalho que trouxe para casa.
Pensas que estou a ironizar ou a exagerar?
Não minhas queridas amigas, colegas inteligentes, realizadas, liberais.... e idiotas!
Estou a falar muito seriamente: Abdico do meu posto de mulher moderna.
E digo mais: A maior prova da superioridade feminina era o facto de os homens se esfalfarem a trabalhar para sustentar a nossa vida boa!
Agora somos iguais a eles!

Stelarc - ouvir pelo braço


The artist who can lend an ear: Arcadiou, a philosopher and performance artist known as Stelarc, said a surgeon had implanted a cell-cultivated ear in his arm.
The 61-year-old, who was born in Cyprus, claimed the ear was grown in a laboratory from cells. He said it took him 10 years to find a surgeon willing to graft the ear on to his left forearm.
